Lightroom Classic: Change not applied to all selected images when using speed keys

PROBLEM REPORT.

Lightroom 8.3, build 201905061635-edecdfdb


Windows 10.0..17134

In grid view of Library module with a single folder selected as the source and no filters turned on.  Selected several images (contiguous in this case).  clicked the "1" key on keyboard to set them all to 1 star.  Expected behavior is that all selected images get one star.  Actual behavior, only 1st image got 1 star - rest unchanged.  Verify that only first image got one star by going to Loupe View and walking through images - only 1st image has 1 star.  

Went back to Grid view (same images still selected), clicked the first star under one of the images (not first one that already had 1 star).  Behavior as expected, all selected images got 1 star.  Repeated with same results on second set of images and on a third set of images with same results 


2nd symptom (really weird) that seems related.  In grid view, select 6 (contiguous) images.  Went to Compare View and walk through all images.  In this case, left #1 image as the active image.  Returned to Grid View.  + on first (active) image to de-select it while leaving images 2-5 in the group selected.  click the "X" key on keyboard to reject images 2 through 6.  Expected images 2-5 (which were the selected images) to get Reject Flag.  Actual behavior:  Images 2-5 were unchanged, but image #1 (not selected at the time) got a Reject Flag.  Used +Z to undo the reject (1st image still not selected) and then + on flag icon (expanded cells view) on image #2 and selected "Reject".  Bahaved as expected - selected images 2-6 got reject flag, un-selected image #1 was left alone.  Was able to repeat this scenario on a second set of images (3 images this time). 

Shut down LR.  Re-opened LR and can not repeat the behavior.  LR returned to working as it should.

Were you looking at the toolbar for the star ratings & flags?  If so, it could be similar/same as the issue documented here - https://feedback.photoshop.com/photoshop_family/topics/color-label-bug

Looking at the cell behind the images in the grid view (expanded cells), but I didn't deliberately look at the film strip but did then look at the image in the Loupe View (to force the build of a 1:1 preview)
