Photoshop CC 2017: Move tool moving entire image when only a portion selected with the marquee tool

Previously I was able to grab an image, use the lasso/marquee tool to select a certain area of the image, say a person's shirt, and then I could click to move the shirt selection or delete the selection which would erase the part of the image. Now when I use the marquee tools/move tool, it only moves the entire image/layer and not the selection I am trying to isolate.

I am sure I am overlooking something. Thank you!


Update: When I nudge the selection a bit, I can sometimes select the portion I need and it lets me drag and move. However, it's responsive only half the time.

Is the current layer selected a Smart Object? Or shape layer?

The layer needs to be a regular pixel layer to work the way you describe.

Also, this won't work if you just have a background layer.  You have to have something to move it over/under...
