PHOTOSHOP CC and OS 10.9 - workspace appears on wrong monitor, and only a single monitor

Recently upgraded from 10. to 10.9 and PS6 to CC. Have 2 monitors- 23" Apple and smaller cheap screen for tool bar, menu bar etc. Until upgrade when I opened and Image in PS, t would open on my 23" calibrated monitor and the tools would be on the small monitor. Now image opens in the small monitor surrounded by all the work tools. 2 calls to Adobe tech help no answers, was told first time 4 weeks ago problem was sent to development people, but they have no idea if anyone has looked at it. call today no answers. Cannot believe this is a unique problem. Any answers? Paul

Is one display a retina display and the other screen not retina (high dpi)?

No the 23" is an Apple and the smaller work monitor is an inexpensive samsung

Are you using Apple's "spaces" feature in any way? It incorrectly tries to force applications to use a single display.

Not even aware of such a feature. All I did was upgrade from CS6 to CC and OS 10.6 to 10.9. I did not manipulate any other features. Worked fine for years until the changes made.

Check the system settings - you may have Spaces enabled by mistake.
And the problem appears to be your OS update (CS6 still works fine on MacOS 10.9, and CC works on multiple displays for other users).

under Sys Preferences there are 5 options under expose/spaces. Show dashboard as space, automatically arrange spaces based on most recent use, when switching to an application,switch to a space with open windows for the application, group windows by an application, and displays have seperate spaces. All are checked. Which one or more should be unchecked?

"displays have separate spaces" sounds suspicious.
"group windows by application" would be next most suspicious.
And "when switching to an application" would be next in line.

I unchecked them individually, restarted the computer each time before opening an image in CC and nothing helped. I then dragged an image into CS6 and it opened in the large Apple monitor. Therefore the problem is not with OS 10.9 but with the interaction with CC
