I upgraded to CC 2019 all was well until I attempted to  install Color EFX Pro 4.0 . Which I know now it doesn't  support. When I attempt to open 2019 I get a "disk error" message or one that says "Preference  file missing or invalid".  CC 2018,Bridge and LR all function fine. I scanned the hard drive,no problems and all else on computer is fine.( Windows 10) Adobe tech support is no help.

Yes, that is correct Color Efex Pro (google version) is not supported with 2019 unless you buy again from DXO. I got that for 50% off discount and after that all my problem were solved. Try and see if that works for you.
