Photoshop 20.0.7: Fill Colors not working on Catalina macOS

I am having trouble with filling in empty layers using the Fill method. 

When trying to fill an empty layer, or a selection, with these methods nothing happens.  
  1. Edit > Fill
  2. Shift + F5
  3. Shift + Delete
  4. This applies to all content options (foreground, background, color, etc.)
These options only work on the original image layer or copies of that layer (not newly created layers).

The latest version of Mac OS 10.15.1 (supplemental update), Photoshop 20.0.7.

Any suggestions would be greatly appreciated.

Howdy JB,

I'm running 10.15.0, but I am NOT seeing this problem.  Are you sure that you're targeting a valid layer to Fill (not a Type or Shape layer) and that you have a selection?  All three seem to be working fine in the latest version, both in English and French (I happened to be playing with it at the moment).

You're not getting an error message or any other response?  I mean, if you have an invalid layer type targetted, that's expected, but otherwise...

Are you having this problem with all documents?  Have you tried relaunching PS?  Rebooting your OS?
