Photoshop: When recording a canvas resize action, it will no longer save the set percentage value

When recording a canvas resize action, it will no longer save the set percentage value. It instead now converts to inches, which make the action unusable on different size images.

I recorded an Action that creates a small white border around an image. Since these images may have different sizes, I set the Canvas Size command to 103%, both horizontal and vertical. However, after recording, the Canvas Size setting in the Action has become absolute, displaying (and executing) the number of pixels of the image used while recording, instead of the percentage.

Older Actions that have the Canvas Size command in percentages work fine, but if I try to change the percentage they change to absolute pixel sizes too.

After last update, 19.0 20170929.r.165 x64, when recording new action and change canvas size in different units (percent, pixels, etc), action always written only in inches. When change image size in different units, in percent and pixels it written normally, but some units (cm, mm) also turn to inches. I try it on another machine with default setting (except units in prefs), same result:
