Photoshop: Canvas doesn't update until different layer is selected

In Photoshop CC 20.0.0, changes do not appear on the canvas until either a new layer is selected or the image is zoomed. This is on a MacBook Pro 13" mid-2017 model with MacOS Mojave. Previous questions like this have suggested disabling and/or re-enabling the "Start workspace" but I do not see this option in preferences. I also do not have Rightfont installed and am not using a Wacom tablet (both also suggested causes for this problem).

you can disable home screen in Ps CC 2019 (V20) in Preferences => General Pane => Options => "Disable the Home Screen".  I don't know if that will affect your experience regarding screen update.

I tried disabling and re-enabling the home screen and this didn't help.

Go to Preferences > Performance... and check Legacy Blending. Restart Photoshop. Does it update correctly?

I checked 'Legacy compositing' assuming that was what you meant but it has not helped. I also tried reducing the GPU level from 'advanced' to 'normal', then 'basic', then turning GPU processing off entirely. None of this had any effect.
