Which Windows do you have?   I need to know that before going further.

Szeiner,

I am almost positive it could be the drivers for your stylus, as different drivers may be conflicting with Flash or entirely missing.  I have a place where you can download all of the drivers for Surface Pro 4.   But for Gimp, after its download, there is an adjustment to make that work.. Likewise, you won't be able to use a hard pen pressure as it doesn't work well with the drivers.   I had thought that if you already had all of Microsoft's drivers (if you had), you would only needed to reset everything in Windows 10.

Since there are no tools being utilized for the stylus directly from Photoshop, you won't need to reset that but in the future you can find its tool-reset near the right-lower area of the work space where there is a down-menu (arrows down) which has "reset all tools" and will reset Photoshop.

In Windows, you can also reset it by going to settings, System, Apps & Features, then on the right list of apps, find and highlight Photoshop and if it has a blue-text link below its title, click that, and on the next page there will be a reset button.   Sometimes Windows does not detect a problem with an app and this (blue link) is not available.

In that case, we'll need to go to the Windows Power Shell and reset it in a DOS windows, which at the cursor you would type "scannow" without the quotes then press enter and let it reset the entire drive as it scan everything, and it does not take long.   Again, this may not reset everything and may not have anything to do with the stylus.

The stylus drivers are probably missing for what you want to do, and Flash won't work with what drivers you have installed (or not installed).  For this, go to this link and read all instructions to download drivers, and I owuld do what it suggests, download all of them.

The newer drivers should have fixed this.   There are other forums where they say that your Tablet won't work with Photoshop but they don't say why and they are old forums.  I still think the drivers should work when updated with their installs.  Did you get those drivers?   If not, click the link to it.   https://thejournal.com/articles/2016/01/11/enabling-pressure-sensitivity-on-the-surface-pro-4-in-pho...

Surface Pen uses Windows Ink, and Photoshop CS6 only supports WinTab. You may be able to install a WinTab driver for the pen to work with CS6 https://support.microsoft.com/en-us/help/4023523/surface-troubleshoot-microsoft-surface-pen, or update your Photoshop to something more current (Photoshop CC 2018)
