When I try to sign in on my desktop version app, I can't! So basically, I'm signed in on my phone app, but can't sync my pictures because my desktop version doesn't allow me to.

The current version should read CC2015.10.1.  Can you update your version to the current and try it again?

I had the same today. Uninstalling and reinstalling the Creative Cloud app did help

Yesterday it took so long to sign in to the desktop, I thought the whole thing had frozen. So something weird appears to be going on.

Go to Help menu > System Info and confirm you're on CC 2015.14 or Classic 7.1. Most older versions no longer support sync.

A perpetual license has never supported sync - you need a subscription to get cloud space.

@Chris Kline: as of October 2017, Lightroom 7 or later is required for syncing.
