Photoshop CC: Can't open recent or new files

Hello, I have a problem, I launched photoshop at work just to continue with my project. And i couldn't open a thing, no recent projects and no new files, so how can I fix this? I restarted my computer and that didnt work. I also uninstalled photoshop completely and then installed it again, didn't work either. So I hope u can help me, i'm a bit stuck.

What OS version are you using?
What exact version of Photoshop are you using?

What else have you installed or are running that could cause this? (so far causes have been other applications, or bad third party plugins)

The error is: "cannot open the file because the open options are incorrect:1"

I did not install any plugins for photoshop or any other adobe programs. I am working with 3dsmax and Dialux mostly.
Im running Windows 7
12 GB ram

That doesn't even look like a Photoshop error.
But it does indicate a script is the cause of the problem - so it could be a JavaScript (like script events manager), a third party plugin/panel, or something in the OS.
