Can't open large mp4 file

Hi! I'm trying to open a large video file (10.8 GB) but Photoshop opens only the first 5 seconds of it, then it ends. I've tried to open it from the file explorer and from Photoshop itself, I've set up Preferences to use 10 MB and set the scratch disks first one 554 GB and second one 1410. Once it appeared to try to open the whole file by showing a progress bar but after ten minutes nothing had happened, it seemed stuck and I closed it. Since then it only opens the 5 second video. What can I do?

My Photoshop version is 19.1.6; system i7-6700 @ 3.40 GHz, 16 GB RAM, GeForce GTX 1060 video card; Windows 10 Home edition. Video drivers are up to date.

I've had this sort of hiccup before and it was always solved on the second try of opening the file but this is probably the largest file I've had.

Have you tried converting it to a CODEC that’s better for editing?
