Can't move cursor

Something really strange has been going on and it's driving me nuts!  I've searched the forums, google and can't find anything solutions so hopefully someone here can help.  

The problem has to do with my cursor in Photoshop and InDesign - it will start to flicker if I try to select something such as a layer, and then I can't move it at all.  It feels similar to when your mouse is about to die, but mine is not (it's brand new).  Let me also add in that this only happens when I'm connected to my Apple Thunderbolt monitor... and the cursor only does this in Adode programs... all other programs (outlook, chrome, word), it works fine.  I'm pretty much to the point where I can't work in Photoshop and use my monitor.  It's just too difficult.  Please help!!

I have a similar issue. When the cursor is in the Layers panel, movement drastically slows. It is terribly frustrating. I can't believe this is an issue that existed 5 months ago. I'm experiencing this issue with Photoshop CC 2018.

If you could be a lot more specific about your hardware, the Adobe folk might be able to help.  I've read that sometimes, other software interferes with input devices, as well. I have no problem with the cursor in the Layers panel or anywhere else on both my Macs, whether using a stylus or a generic mouse for input.

Good, thanks. So now we wait and hope an Adobe person, or someone really technically knowledgeable, can find an answer for you.

Here's a GIF demonstrating how it works. It's hard to get a grasp of how annoying it is or how much it affects mouse movement. Hopefully it helps anyways.

By the way, this is the Paragraph Styles panel. I found that this happens in this panel as well, when clicking on a style.

Here is a new detail. It only seems to happen in Standard Screen Mode. Full Screen with Menu Bar and Full Screen are okay.

It just gets stranger, but maybe that will be a clue to Adobe. I tried again by creating paragraph styles (I switch to ID when I need styles), and still had no problem in the list with my cursor lagging in any respect.

I've certainly had the experience of the cursor flickering, especially if I have a very large and complex multilayered document, and I've had that in other non-Adobe apps, as well. In PS, I've had interface items, layers, panel icons, etc., stick to my cursor, and it can be worse when scrolling. It's almost as if the stylus has picked up static electricity. Currently, though, I'm not having any problems with my cursor, mouse or stylus, even trying to do the same as you.

Others have also had intermittent problems with cursors, and whether it's Adobe or the drivers, I don't know. It does seem it favors one app or another when it occurs, and it just comes and goes from time to time, although I've never heard of a lag like you're showing.  I hope for your sake, this either goes away as quickly as it began, or an Adobe staff member can figure it out for you.

I usually try deleting preferences and going the uninstall/reinstall routine when something unexpected like this happens, remembering first to save any presets that haven't been, and to copy my settings someplace so I can restore quickly if it doesn't do any good. But maybe someone will jump in here soon.

I just read this thread closely, and it sounds remarkably like your issue. You might check it out and add your few cents worth if you think it might be the same issue. No solution for it yet, but you seem to be not alone, if misery loves company.
