Lightroom Classic: Can't locate the config.lua file on the link in the workaround for cannot perform back up error

Where is the config.lua file.   to repair the "cannot back up catalog file" message. The links in work around are blank.

Sorry, that link shows an empty page icon.  When I click on the download icon on the top right, the screen goes to white and nothing happens.  I just upgraded to 8.3 and am praying this doesn't continue.  Is there a know issue with "cannot back up catalog" error message?  If so, is there a new workaround?

I am not sure what 8.3 is? Can you provide your OS Version?
Lightroom version? (Help>System Info...)

The config.lua file fix is for older versions of Lightroom. If you are seeing this error with Lightroom Classic CC 7.3.1 then it is likely not related to this help document.  

Can you get me a screenshot of the error message when you get it?

Coincidence or not?
I copied the config.lua (from the link Rikk Flohr mentioned) into C:\Users\Marco\AppData\Roaming\Adobe\Lightroom\
The next time I started LR and exited with backup, all was working fine. It took me a couple of minutes to backup, while the last time I tried (without the config.lua) I forced Windows Task Manager to close Lightroom after more than 30 minutes of LR trying to backup.

Windows 10 Home (version 1803 - April Update) and Lightroom 8.0

Hopeful that the error messages stay away ...
