Can't import video files into Photoshop CC 2018 on MacOS High Sierra 10.13.2

Hi there,
when I try to import video files into Photoshop (CC 2018 V19.0.1) it is "Initializing Video Improt" for about 3-5 minutes in a dialog box and then telling me:

"Could not complete the Video Frames to Layers command because the DynamicLink Media Server is not available."

I already tried to reset all settings, I reinstalled all CC programs but nothing solved the problem. I am also having the problem, that Bridge CC 2018 doesn't create video previews but CC 2017 does.
There seems to be a problem with MacOS, but how can I find out what it could be?

If the video is H264 or Apple ProRes, it should be fine. Anything else may not be supported any longer.

Hi Warren,
I don't even chose a video file, I just choose "import video frames into layers" from the menu and the error appears as described.

Ahhh... so the message comes up immediately.

There is probably something preventing Dynamic Link from running as expected.

I'd open a support chat with Adobe and have the level 1 agent verify your installation. It can take some patience, but they should be able to get Dynamic Link working as expected.
