Please try launching Organizer or Editor bypassing welcome screen. Here's how - http://helpx.adobe.com/photoshop-elem...

Thanks

Please go to C:\Program Files (x86)\adobe\Elements 12 Organizer location on your computer and double click the exe PhotoshopElementsOrganizer.
See if it launches Organizer.

Thanks

Hi,

Please go to %appdata%\adobe\elements organizer\12.0\organizer\ and delete the files psa.prf and status.data.

Now try launching Organizer by going to location - C:\Program Files (x86)\adobe\Elements 12 Organizer location on your computer and double click the exe PhotoshopElementsOrganizer keeping Shift key pressed. Create a new catalog when prompted.

See if it makes it to launch fine. If yes, you may switch back to your older catalog using File > Manage Catalogs.

Thanks
Andaleeb
