1. Rotate image by ~10o.
2. Crop image.
3. Move cropped area.
4. Try to expand it. Try every corner. Some corners won't work even when there is enough space for that!
Please fix the issue on the next update. It's almost impossible to work with rotation and cropping at the same time.

I do agree that it should be possible to slide along the maximum edges in these scenarios, but I think it's probably a feature request rather than a bug.

Can't expand the right bottom corner. As you see the angle is 0.00. What I did for that? I rotated the image and then rotated it back to 0.00. Maybe it's something like 0.000000000000001 and it doesn't work. But user see that it's 0.00 and it should work!

Here's a screen capture illustrating the bug: https://dl.dropboxusercontent.com/u/21811200/crop-bug.2017.06.30.mov. At the end, I show that the internal CropAngle value is 0.001337, which gets rounded to 0.00 in the Crop tool.
The workaround is simple, once you know it: Either double-click on the slider pointer, or click on the numeric angle and type 0 followed by return.

I can't expand left bottom corner. It's really not obvious why. You shouldn't explain it to me - but you should do that to millions of your users...

Your image (food on plate)- There is no wrong logic.
You cannot drag the left-lower corner down because the right-lower corner is already touching the image boundary, AND because you have the crop ratio LOCKED.
Having the ratio LOCKED means that any movement of the corner must move BOTH left and lower edges of the crop frame.
If you un-lock the ratio 'padlock' you will be able to then drag the left-lower corner only to the left, but never down unless you pull the right crop frame edge away from the edge of the image.

While waiting for Adobe to change this, a simple workaround for the food-on-plate example is to drag the upper-left corner when the lower-left corner gets stuck. That has the effect of moving the crop area to the left.
