Photoshop 21.0.2: Can't drag or copy layer (from layers panel) to a different art board

Photoshop 21.0.2 has an annoying bug:
I can't drag or copy a layer to a different artboard from the layers panel. Instead of moving to the different artboard, the layer is jumping to the top of the current artboard.

Normally this results in adding the layer to the different artboard, on the same position on the other artboard. 


Moving or copying groups has no issues.

Hi Erik,

It seems to be working for me.

1. Draw out three artboards
2. Draw a shape layer in Artboard 3
3. In the layers panel drag the layer between artboard 1, 2 and 3 (moves correctly to each of the artboards)
4. In the layers panel option-drag the layer between artboard 1, 2 and 3 (duplicated correctly to each of the artboards)

I think you're right. When I create a new PSD it works fine.

As far as I can see it happens with one specific PSD I'm working in. Saving as, doesn't fix it. I've also tested it on version 20.0.7 and the same thing happens. 

I can send you the file. Maybe its a fluke, maybe something else...
