Cannot open files in elements

I work in a school district as their IT consultant. We run Photoshop elements on a lot of our labs here and every now and then when a student tries to open a file in elements they will receive an error that the file is not a valid Photoshop file. This happens when they open anything from .jpg to .psd files. The files are being saved to network drives, any idea why this may be occurring?

The files could be corrupt - and that happens a lot more when working off a network (despite our best efforts, we can't control file servers or transfer protocols). But more often people just save a file with the wrong extension (somehow thinking that changing the file extension actually changes the format of the file).

As said by Chris it is due to
1)wrong extension or
2)may be the file was not saved properly.

Many times saving from mac If you does not append the file extension , it will does not open in the windows system saying it is wrong format ,
go to cmd+K and saving options add append the file extension for mac.
