Elements 9: Cannot deactivate since it won't open.

I bought a scanner that has Photoshop Elements 9. It has never worked on my older computer although it should have. I tried to install it and it would not open. I contacted tech support at the time. I want to put it on my new computer and it says I need to deactivate it first. I can't deactivate it unless I open it and it won't open. I did uninstall it, though. How dose this resolve. I would like to use the software I got with my purchase.

Which OS version are you using?

Did the uninstaller offer to deactivate while uninstalling?

Why was it not working on your older computer?

Also, worst case, Adobe Customer Support can deactivate all installs, and let you activate your new one.

It wouldn't work on Vista at all although it said it was compatible. I uninstalled using the control panel and no option to deactivate was offered.
I am unable to find a way to contact anyone at customer support to get a new number. Do you know how?

Call Customer Support during their business hours (which they should tell you if you call outside of business hours).

You don't need a new number, just to deactivate the old installations.
