Photoshop: Cannot create a border effect with Ps CS6

I am trying to create a border effect to an image, but cannot seem to get it right. I've done this many times with Ps CS4, but cannot seem to do it with Ps CS6. I am sure I am overlooking something, but am not sure what that may be. Here is my method.

I first select the background that I want to apply the border effect to. Then, using the Rectangular Marquee tool, I make a selection approximately 1/4" inside of my image. I then choose Select / Inverse to isolate the 1/4" border that I want to apply the border effect to. Once this is done I go in to the Filter Gallery, choose a filter, and apply it. While in the Filter Gallery I can see the effect I want, but when I exit the Filter Gallery I do not see the effect just applied to the image.

Any suggestions will be greatly appreciated.

Something is wrong with the image upload. In this post I actually did upload the image, but then could not get the upload pane to go away???

I figured out my problem:
After I selected my 1/4" border, I forgot that I had to fill it with white and THEN apply the Filter effect.

I'm good to go now. Problem solved!!
