Photoshop: Cannot access Actions Panel

I just upgraded from CS5 Design Premium to CS5.5, and now cannot access the Actions palette in Photoshop. When I select Actions from the Window menu or use the Alt + F9 keyboard shortcut, the Mini Bridge launches instead of the Actions palette! I have no idea how to remedy this problem and am assuming that it's a bug. Please help if you can. I do a lot of repetitive production work and cannot live without my custom Actions.

Adobe Design Premium - Photoshop CS5 Extended, Version 12.1 x32 (PC)
Running on Windows Vista Home Premium, SP 2
Plenty of processor power and RAM

Generally, behavior like this is caused by bad preference files. Try resetting them by holding down Ctrl+Alt+Shift while launching Photoshop. If you get the timing right you will be asked to delete the settings file, do so.
