I use descriptive collection names and many are truncated with a trailing ellipsis in the Collections tab. When I hover the mouse pointer over one of these it is supposed to reveal the full name. Sometimes it does but mostly it does not. This is very frustrating. It randomly will start to work and then stop working again.
Is there any way to force the "tooltip" to show up without clicking on the collection.

I haven't seen this behavior in my collections as I do not have very descriptive (i.e.; long) names. However, I do see this in the Folders section and in filenames within the folders as I do tend to use long names.
Sometimes 'hovering' will reveal the name in its entirety; sometimes not. Since I have extremely wide (34") monitors, it would be helpful if the user could expand the left panel (as well as the right) to accommodate the name length, but Lightroom seems to have always had an arbitrary limitation to the width of the panels. This is a programming UI issue would could be fixec easily.
The hovering issue is probably tied to performance, and we all know how wonderfully Lightroom is in that regard. Not!

I too have seen hover on folders randomly not showing the full name. This has been an issue for several versions so I am not expecting a quick solution.

If you use a Mac you can expand the width of the panel by holding the option/alt key while draging the panel border. Sadly, I don't think it works with Windows.

Cannot say for Windows, but on the Mac I believe there is an inherent limit as to how wide one can drag the panel. I will confirm this evening with holding the Option key to see if that overcomes the limit. Would be nice if it did.

You can drag the panel wider but WHY doesn't the hover popup work consistently. I have seen several threads on this issue and experience it myself and it has been an issue for several versions with how apparent hope of a solution. I have very few folders and don't run into the problem often.

Regarding performance, I believe that focus on the mouse should take immediate precedence as the user is clearly active and looking and expecting a response. The behavior that I am seeing is extremely erratic, sometimes the tooltip pops up in less than a second, sometimes never but just in one set of collections while a different set works.
While not critical it is clearly a bug and if not logged already should be logged by someone who has the juju to do so.

Under heavy memory or CPU usage, this behavior can be found on nearly all programs running on the Mac. I recall it under Windoze as well, back in the day before I tossed my Windoze box in the dumpster.

Possibly true but in my case the system is doing practically nothing, CPU is only 8%-10% active which is normal idle. In Finder a similar hover will result in a display of the complete name in about 1 sec. Many times in Lightroom a hover for 10, 20, 30 seconds on one entry does nothing while another entry will show the full name in a second.

Tooltips for long collection, folder, and keyword names in my Mac configurations have always appeared hit or miss over the years, and I've never discerned a pattern of when/if they'll decide to appear.
