Cannot save Photoshop CC preferences

Can't save Photoshop CC preferences. Error message: "Could not save Preferences because the file is locked, you do not have necessary access permissions, or another program is using the file." Cannot find "users--library" to find preferences files. Solutions?

~/Library/Preferences/Adobe Photoshop CC 2014 Settings/...

Apple makes the ~/Library folder invisible by default, so you have to either hold down the option key while selecting the "Go" menu in the Finder, or open your user folder and select View->Show View Options in the Finder and check the box that says "Show Library Folder" (at the bottom of the options).

Or you can always get to it from a terminal command line.
