Howdy Amanda,

If there's not enough space on your scratch disk, Photoshop can't run properly.  Unfortunately, it's a software app, not a person, so even though it doesn't have the space it needs, it'll keep TRYING to do what you asked of it.  That's probably why you're getting the progress bar -- the app is trying to progress, but can't, yet it doesn't know when to quit.

If this all started after you updated, just got and a) delete the installation files and b) delete the old version.  That should free up a ton of room.  You can also trash your offline internet files and temp files.

Hope that helps,
David

The other thing to check is if you're trying to create a massive file by mistake. After you set your desired size and resolution, but before you hit OK in the Image > Size dialog, look at the Image Size value at the top of the dialog? How big does it say the file is going to be? If it's multiple GB, you may have a massive value for Resolution, or your dimensions/units are wrong (for example 100 px is a much smaller document than 100 in)
