I can no longer open JPEG files in Photoshop Elements 12.1 on Mac OSX 10.10.3. I received the error "Could not complete the Open command because there is not enough memory (RAM)." I even tried creating a 10x10 pixel file, saving it as a JPEG, but I couldn't even open that file.

Hmm, if you set Camera Raw to open JPEG files, then that might happen.
Otherwise it would take a machine with next to no memory to make Photoshop's JPEG code fail that way.

Thanks for the tip. I deleted /Library/Application Support/Adobe/Plug-Ins/Elements 12/Camera Raw.plugin, restarted Photoshop Elements, and now I can open JPEGs again. The file version for my Camera Raw.plugin was 8.5 (236) - I think it's broken for Mac OSX 10.10.3. Let's just hope I don't need to ever open a RAW file!

It could also be just the JPEG code in ACR causing problems.
But you should also update ACR to 8.8 or 9.0.

A note about updating to ACR 8.8 or 9.0:
Not possible with Elements 12 or 12.1. Using the DNGconverter 9 is the solution.
With Elements 13, some users like me have been able to update to 8.8, but that did not work automatically. The update to version 9 now works from the menu Help/Update.
I routinely open jpegs in the ACR module of Elements (all recent Elements versions) and I have never met this problem. (Windows 7 64 bits).
