Cannot create/open any JPEG files after update to 2018

My Windows surface just updated it's software then lightroom and photoshop stopped working, so I updated to lightroom/photoshop 2018.  Lightroom is ok, but extreemly slow, and Photoshop will not open any jpg files at all.    I just get 'could not complete your request because of a problem parsing the JPG data'.  

I also cannot save a new JPG file, or a BMP, but can save GIFs.  If I try and save a JPG I get 'could not save 'whatever' because there is not enough memory RAM'  This surface has 4GB and I'm not running anything else.  Task manager shows memory use at about 70%.

I knew when I saw the windows updates come down that I was in for a world of pain.  Why oh why oh why!

 tried this solution and it also worked for Photoshop CC 2018

In Regedit:

\HKEY_CURRENT_USER\Software\Adobe\Photoshop\120.0

Added DWORD "OverridePhysicalMemoryMB" with the value "4000" decimal bas (=24 GB RAM = my installed RAM).
