I also cannot save a new JPG file, or a BMP, but can save GIFs. If I try and save a JPG I get 'could not save 'whatever' because there is not enough memory RAM' This surface has 4GB and I'm not running anything else. Task manager shows memory use at about 70%.
I knew when I saw the windows updates come down that I was in for a world of pain. Why oh why oh why!
-- update --
tried this solution and it also worked for Photoshop CC 2018
\HKEY_CURRENT_USER\Software\Adobe\Photoshop\120.0Added DWORD "OverridePhysicalMemoryMB" with the value "4000" decimal bas (=24 GB RAM = my installed RAM).
