Photoshop: Cannot create a 1920x1080px artboard; automatically sizes it to 1080x1920px instead.

Any time I try to enter a custom artboard dimension of 1920x1080px, Photoshop automatically resizes it to the preset, "Android 1080p" which is 1080x1920. I cannot find a way to successfully create a new artboard at 1920x1080px, which is needed for TV 1080p.

I'm seeing the numbers swap in the options bar but it I put in 1920px(w) x1080px(h) it creates a landscape artboard just fine.

Thank you for your reply Jeffrey. I am still having this issue, and have been experiencing it on multiple computers. Perhaps you can spot something in my workflow that is different than what you are doing:

1. In a new document, I select the Artboard Tool (shift-V)
2. In the toolbar at top: with "Custom" selected in the "size:" pull-down, I enter 1920 in my width box and hit tab to jump to the height box. There, I type 1080, hit enter, and Photoshop automatically swaps the two dimensions and pulls up the Android preset. I cannot create the landscape artboard using this method, and I don't know of any other way to create an artboard.

Interestingly, I tried changing the flow a little, and I get another incorrect result:

1. I select Artboard Tool
2. With "Custom" selected, I enter 1920 then Tab to the Height box. There, I type 1080, but instead of hitting Enter, I go directly to the "Add New Artboard" button, click it, and Photoshop creates an artboard at 1920x1920. 

With both procedures I am getting incorrect results. Do you have any ideas what I might be doing wrong? It seems like a bug to me. Thanks for your help.

EDIT: I just found that if I have a previously created artboard selected, I can enter my dimensions and it will change to landscape. However, when creating a brand new artboard, I do not see a way to correctly create one at 1920x1080.
