Photoshop: Can I edit on Windows rt with out wifi?

Which Surface tablet should I buy? I want to use photoshop (resident on the tablet) for basic edits/corrections/drool & blemish erasing with out needing a wifi connection. I see there is a windows RT app (photoshop) in the windows store, but am suspicious because it is free. Do I need to go with the pro to use photo shop Elements with out wifi? If it is just to expensive to get Photoshop in a mobile manner, should I just drop back to the ipad and wait til I get home to use adobe Elements?

Photoshop CC (professional version of Photoshop) and Photoshop Elements 12 (consumer/easy to use) versions of Photoshop require Windows 7 or 8 on a tablet (e.g. Surface Pro).

Photoshop Express is a simple photo processing/looks application that would run on RT. http://apps.microsoft.com/windows/en-...

Adobe Revel is similar to Photoshop Express but has a catalog/sharing/syncing feature that also runs on RT. http://apps.microsoft.com/windows/en-...

Thanks for the quick reply, but can I run either express or touch without wifi once the apps are downloaded?

Yes. As long as you've signed in you can edit content/images you have locally. I just tried it with Airplane Mode turned on. When you go back on Wifi, the edits are synced back up.
