Currently, there is no way to add or change the color of only part of an image. At present, you can only darken or lighten selectively with the Burn and Dodge tools.

There is the Pop Color feature in the online editor, which allows you to click on a color on your image and isolate it, while turning the rest of the image to black and white. It is not exactly what you are seeking, but it might provide a similar effect. What you are trying can also be easily done using Photoshop Elements.
