Photoshop: Can not so much as create a background layer, or new layer

I am wishing to et into digital art. I haven't opened Photoshop in a few months (possibly a year). When I have opened Photoshop CC, and under window, chose style, painting; the side-bar shows swatches brushes, and layers. No matter what I do I can not even create a background layer, or new layer. I am locked out of all those functions at the bottom of the layer side-bar. What do I do just to get started???

You can't "create" a background layer in the Layers panel. File> New to specify a new document. It usually comes with a background layer, or, if you choose transparent, with an empty image layer.

Sounds like you don't have a new document open. I think Cristen's suggestion is the right one.
