Photoshop CC 2019: Can not move the text layers using keyboard arrow keys

When modified the text and switched back to move tool to position it can not use the keyboard shortcut (up/down/left/right keys). 

I also realized when I drag & drop the object first the keyboard shortcuts work.

Might be a Mac specific issue.

We'll need some more details. It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help > System Info... and copy/paste the text in a reply.

Are you continuing to have this problem?  What OS are you running?  Are you using a tablet or other supplementary device?  What kind of keyboard?

Hey David. Yes. The issue still happens. 
MacBook Pro (Retina, 15-inch, Mid 2015)
macOS High Sierra - 10.13.6
And the issue happens with laptop keyboard and usb keyboard (original MAC one)

Also one side note; when I select another layer and switch back to text layer and move it by drag and dropping first then keyboard arrows work. And sometimes pressing ESC helps as well.

Howdy Leo,

Okay, that REALLY sounds like something else, another app, some sidecar utility, a device, is hijacking some of your keyboard input.  What other apps do you have installed?  Screencapture, video editing, and DJing apps tend to be some of the worst.  Do you know of any programs on your machine that "spring to life" with some shortcut?  Could you post your Help > Sytem Info so we have a better idea of what's going on?
