Elements 9: Can't deactivate/uninstall to reinstall

I tried to uninstall PSE 9 but could not because I could not DEACTIVATE the account. In trying to uninstall the program files are now corrupted so now I can not launch PSE 9, can not uninstall it due to the acitvation issue and can not reinstall it because of the activation issue. I seem to be in a catch 22 situation. I opened an issue with ADOBE Support but that was totally worthless effort. I really need some help. Ther must be a way to deactivate by removing or editing some file.

The error I get is ERROR 1316. The specified account already exist.

I have opened two problems on this issue with the CHAT line and they tell me it is only for current versions.

I checked your account and you still have two activations. Are you trying to reinstall on the new system or reinstall on the same system? If the latter, have you tried running the installer over the existing install to perform a repair?

I was trying to reinstall over the old system. The product was only installed on one computer. I got so frustrated with support that I used a 3rd party uninstall product to wipe everything out. That was probably a mistake because now I am having trouble restoring the catalog from a backup.
