Get a message that  I can not use the workspace because the file is locked and I have no allowence, or another program is using the file. Use command Show info in Finder to unlock the document.
That is roughly what the message say in Swedish. Same message when I try Select and mask.

Similar errors.  New work spaces are not saved either.

"Could not complete your request because the file is locked, you do not have necessary access permissions, or another program is using the file.  Use the 'Properties' command in the Windows Explorer to unlock the file."

Have you tried correcting the permissions or running from a fresh admin user account? https://helpx.adobe.com/photoshop/kb/basic-trouble-shooting-steps.html#permissions
