It's all in the title. Can i buy and upgrade license and expect it to work. I've been waiting for CS live chat for about an hour and no answer.

Yes, you can upgrade to Premiere Elements 2020 from any previous version of Premiere Elements.

Just make sure your system can run Premiere Elements 2020 first.

You don't need to verify a previous purchase to Adobe in order to purchase an upgrade. It's buyer beware. Adobe will happily sell you an upgrade. It's up to you to know that you have an earlier version serial number.

If you've got a your valid 24 digit version 7 serial number then you're set. Just buy the upgrade version.

To install 2020 on the new computer there's no need to install version 7 first.

You install 2020, enter the 2020 upgrade serial number and the installer will prompt you for your version 7 serial number.

Bear in mind that with an upgrade version you will always need both serial numbers to reinstall 2020.

Shop around. You'll often find the full version of 2020 on sale for cheaper than the cost of the upgrade. The full version disc version is currently $70 from Amazon.

TheĀ  advantage with a boxed disc version is that you get both Mac and Windows serial numbers. Online downloads are Mac only or Windows only.
