For example, say I built a 3D building. Could I measure the scale distance between one end of the building and the other?

Yes. Select 3D object show properties to see the dimensions.

I mean after the image has been created and is being viewed. For example, if a teacher were to create an image and wanted his students (who don't have PS) to measure points within the image.

Hi Laurie, I'm not following you. Are you asking if someone could measure objects in perspective from a 2D image print from Photoshop without Photoshop?

If a 3D image is created in Photoshop and then viewed by a different user on a different computer using Flash or some other platform, could that user viewing the 3D image measure point to point? I create a 3D house in PS and email/send the file to another person, who views it (not on PS) and measures the distance between windows.

If you set your camera to be Orthographic and set the ortho scale to 1/1 you can then use any of the 2D measurement tools.
