Camera Raw dialog/filter: usability issue of the zoom/pan icons

In the Camera Raw dialog/filter currently:
- double clicking the zoom icon makes zooming the image to 100% (1:1) pixels.
- double clicking the hand icon makes zooming out the image.

This is a highly unusable behavior, because when double clicking one of the icons, the other icon needs to be selected to interact with the image!

The behavior of double clicking 'zoom' and 'hand' icons should be reversed:
- double clicking the hand icon should zoom to 100% and let the user look around the magnified image by panning.
- double clicking the zoom icon should zoom out the image so the user can zoom in to any other area on the image.

Sorry, but I disagree.  This would also flub people's muscle memory.

There are those Monday mornings without coffee, when double-clicking the zoom, and then clicking further makes zooming in even more... Do I need to see bigger pixels?
