Photoshop: How do I use the ruler tool to set measurement units?

measument tool needs to be able to measure a known object in a photo and assign a known width to the object then every measurement from that point should be reasonable based on the known object

That is exactly what the ruler tool and the measurement scale dialog do.

Measure something with the ruler tool, and it'll enter the number of pixels. Then type in the length and units that it corresponds to. (of course, measuring more than 1 unit increases the precision of your measurement)
