Photoshop CC 2018 19.0.1: Three apparent bugs in the upgraded Brushes panel (Windows)

When I create a new group made up of existing brush sets, and save the group, a phantom file with the same name as the group appears between the group folder and the brush sets.

Also, all changes in brush sets and newly created groups have to be saved in the Preset Manager or they disappear/revert when Ps is closed.  Nowhere in the Adobe documentation or help videos does it mention needing to manually save new and changed set/groups.  See my detailed discussion with another user who also lost the reorganization of his brushes here:   https://forums.adobe.com/thread/2435033
