Buggy interaction between "Write Keywords as Lightroom Hierarchy" and Person keywords in LightRoom CC/6

If you create a Hard Drive publisher and check the “Write Keywords as Lightroom Hierarchy” option, then add a photo with a Person keyword to the publish collection, it never becomes Published. Such a photo will initially move from New to Modified on the first Publish, then it will remain in the Modified section no matter how many times you re-publish it.

There are three ways to get such a photo out of Modified and into Published:

1. Remove the Person keyword: the photo jumps immediately from Modified to Published.

2. Uncheck the checkbox you modified when setting up the publisher. It doesn't matter if you tell the subsequent Lr dialog to Leave As-Is or to Republish, since the problem photo remains Modified in either case. But now on re-publishing, it will move to Published.

3. Right-click the problem photo and say “Mark as Up-To-Date”.

I've uploaded a simple test case for this problem here:

It is as simple as I can manage: one catalog with one photo, which has two keywords: one normal keyword and one Person keyword. The photo is in the Modified state now, so if you tell the plugin to Publish, it will stubbornly refuse to move it out of Modified. If you remove the “man” keyword, the symptom doesn't change. Only if you do one of the three numbered things above will you get the photo to move to Published.

I am using the current version of Lr CC.

A related but different issue is http://feedback.photoshop.com/photosh...

I mention that fixed issue because it may lead the Lr engineers to reexamine this area of code, since it has now produced at least two different buggy behaviors.
