A strange bug maybe related to the new type engine in Photoshop CC that allows writing Arabic text in new created documents but doesn't on existing documents; it creates Arabic text with LTR instead of RTL.

This forum post explains it well;

MarHaba ya Abdessamad,

The problem you're running into is that you're using the wrong text engine to compose/create your Arabic text. Technically, a given document is associated with one or the other text engines; if you're in an old doc, then it's probably set to the other composer. Check out my video here for all the details: https://www.youtube.com/watch?v=gfuw7...

One thing you can do is drag and drop an Arabic layer into the new document, but it is not recommended to mix-and-match text layers at this time. If you continue to have trouble, feel free to ping me here and I can help you out. But the video should cover everything you need.

Shukran,
David
