PHOTOSHOP 2014: Trouble Creating Horizontal Window Split on Windows 8.1

Cannot create a horizontal window split by dragging an image tab to the bottom the screen. Instead you have to drag the image in to a separate floating window and then drag that window to the bottom edge of the screen.

This bug only seems to occur when the window is maximized.

That's CC 2014 - and you haven't installed the latest update (2014.1).

I updated to 20140730.r.148 and the issue still persists.
