bug: tab + arrow keys behaves strangely in Duplicate Layer dialog box

  1. Open a few documents inside Photoshop
  2. select some layer (or layer group) from your first document
  3. Do Edit>Duplicate Layer
  4. Hit Tab to make Document: the active field (ie. surrounded by blue box)
  5. Hit the down arrow repeatedly to scroll through the list of open documents
.....you can't. Because even though hitting down arrow successfully brings up the next document in the list, it also sends the blue cursor upwards, back to the top field.......unless you've hit the end of the documents in the list, in which case the cursor will move downwards. 

Not a grievous bug, of course, but annoying nonetheless as it makes it a pain to operate this dialog with the keyboard; it can mean having to do 10 or more keystrokes to find your desired document.

Obviously one can just use the mouse/pen instead, but as in most cases, that takes more time and acts as a speedbump to one's workflow.
