Photoshop: Export As command doesn't always calculate image area correctly

Every now and then I get a PSD from someone and Export As gets the image area wrong, or it can't figure it out at all! As in, If I have a 300x250 banner and go to export, it might show as 300x249 or less. It's a function of the file and a layer hanging outside the image area. If I turn off certain layers, the problem goes away.

It's not something that happens on every file, or at random times. When it happens, it's consistent for a given file and the layers visible when I try to export. If I export something successfully, the problem will not happen for that file, with the same layers on. When it does happen, it will happen every time I try to export that file with the same layers on. Today, I found a file where PSD took it up a notch: it couldn't figure out the preview and so won't let me export. But if I turn off enough layers to find the bad one, it exports fine. FYI, there are no layers with an icon to suggest a bad or broken link.
