BUG? Photoshop changes (hex) color value of pixels when drawing

I was directed to this site on Reddit:

Basically, when I enter a color value in the "color panel", Photoshop sometimes changes that value.

I have noticed it when entering color values as hex values. When I enter #24 and draw with this color, Photoshop changes the value to #25, but not every time. There are times the value isn't changed at all, but there are also times they get changed mid-way. For example when I draw a square with the pen tool, the outline stays the exact color. When I then fill that square with the pain bucket, the fill color is changed. I haven't stumbled across other values that where changed, but possible there are (see link below).

My settings are: sRGB IEC61966-2.1 / 8 bit channel / web colors / RGB-spectrum and the pencil tool is set to: normal / 100%

I found another post from about a year ago that seems to address the same issue, but no solution was offered:
