Moving the Photoshop CC 2015 "navigator window" viewbox over large images makes the viewbox scroll on its own

- Load a wide image (I ran into this with ~13kx1280px and 15kx1280 px files).
- In my testing, zoom out such that the image is at, or near, a zoom level that makes the image vertically fill the PS window (this ensures a minimal size viewport box that can only be dragged left/right).
- Try to drag the viewport box left and right across the preview.
- At seemingly random times, the viewport box will decide to scroll "however it feels like scrolling" rather than following the user's cursor.

Recorded example of PS exhibiting this behaviour: (cursor recorded alongwith, so that it's clear how the user is interacting with the UI element)

In this particular recording, the viewport decided to go from following the cursor to a scroll speed of a few pixels per second in random directions - I've also seen instances of this bug where it instead decides to start scrolling much faster that it's being dragged.

Note: I am not looking for workarounds or user discussions. This is purely a bug report (with the notion of having to file that on a community forum striking me as bizarre, so if there's also an actual issue tracker where I can file bugs like these in the future). I've seen bug reports turn into community debates in countless threads so far, so: if you are not a Photoshop team member, *please* don't comment unless you've also run into this problem and have additional STR or STR refinements that will aid in tracking this bug.
