Hope someone can help me out!

I've got a strange bug in
Photoshop, that when i use the timeline, my cursor is either above or below my actual mouse position. Doesn't matter which tool I use. Also it happens in in liquify...

The more I zoom in, the more accurate it gets, until I reach the max zoom and its nearly where my mouse is.

Liquify Tool, image only one quarter of the screen and behaves strange when zooming.

Timeline, I drew a curved line and my cursor is way above. The Distance between my mouse cursor and the actual line is identicly with the timeline window.

My monitor resolution is 2560x1440p and UI scaling in PS doesn't matter.

This bug only appears in the Liquify Tool and animation workspace with the timeline at the bottom...

Thanks for any help.

What graphics card do you have? Did you try updating the graphics driver? That might also solve it and let you use graphics acceleration.
