- select tools CLONE STAMP (S)
- File -> Open Recet - > select a JPG
- check that the layer is locked
- hold left ALT (PC) and left click on the picture
- release the left ALT (PC) and draw over the picture - it is allowed notwithstanding it is locked

(I have the official version of CC 2017, no warez)

There are different types of layer-locks... which are you using?

I mean the Layer Lock in the Layer Window.  It is small icon on the right side of the layer row in the windows.

if you're opening a jpg, then you can't lock the layer since it's a background type and not a "layer."

double-click the layer to change the background to a layer, then you can lock the layer.

OK, but the "LOCK" icon is displayed over the thumbnail. Check it. So it means /for me/ that the layer is locked and can not be edited.

But you are right in the point, that the layer is marked as "backroud" when is opened. Maybe the lock is not aplied to backround layer.

That's a movement lock because it's a background layer and can't be moved.
