Photoshop\Lightroom Classic 2020 Update: Lightroom cannot be closed\reopened w current catalog when Photoshop is open

Lightroom is failing to open properly when Photoshop is running.  Lightroom opens without issue after Photoshop is closed.  

 
Repro Steps:
1. Launch Lightroom
2. Launch Photoshop
3. Exit Lightroom
4. Launch Lightroom

....  The following dialog unexpectedly surfaces


Note: 

Pressing the 'Continue Button' at this point does nothing.  The dialog simply reappears.
  
Pressing the 'Exit Button' closes the app as expected

Pressing "Choose a Different Catalog Button' is successful but I did not want to change catalogs.   Trying to switch back to my initial catalog after going to another resurfaces the above dialog.  So at least in the scenario I have described the user is blocked from opening the catalog they intended to unless they exit Photoshop (I provided quick workaround steps below).


Environment:  Windows 10
Photoshop: 21.0.1
Lightroom Classic  Build:   201910151439-b660523e

Note:  This issue was not occurring prior to my last update of Photoshop and Lightroom.  I found the creative cloud Install.log located in "C:\Program Files (x86)\Common Files\Adobe\Installers" from my install yesterday (11/13/2019) but I don't see a way to attach it to this issue description. 
Let me know if you need the log or any others and i will be happy to supply them.

-  It set the pri recommendation high due to the potential visibility of the bug.  You don't want users running into this and it's a simple repro.    


Work Around: 
  
Exit Photoshop > Load Lightroom > Launch Photoshop.

Seems to be working fine for me with win10. I did have to launch Lr twice after the initial exit though, but i didn't see an error.

I can't repro either, also on Win 10. When LR Classic is closed, is there a .lrcat.lock file lurking in your catalog folder? i.e. alongside your catalog file (.lrcat). If there's one when LR is closed, delete it.
