Photoshop: Frame tool, not obeying layer group visibility.

I love the frames feature, but it's quite buggy. As it is right now, you can't add things like drop shadows unless you put the frame into a folder and then add the layer effect to the folder. But if you use folders and have several layer folders stacked in the document, the frame tool does not obey the visibility toggle like every other type of layer.  So for example if I have five layer folders and want to add an image to a frame layer that is in a folder in the middle of the layer stack, the image will NOT drop into the frame that I have as the active layer group, it will instead put it in any frame folder that is in a NON visible layer that is ABOVE my active layer, simply because it is higher up in the stack and then the image basically disappears. Is this a known bug? Any idea when it might get fixed?
