Bug: Camera Raw 12.3: Gestures and Heal/Adjustment Brush Problem

Gestures mistakingly select brush size adjustments rather than moving the image in some 12.3 RAW tools.

Using a MacBook Pro with RAW 12.3 and OSX 10.15.5, track pad gestures typically pan the selected image when zoomed. So, when the image is at, say 100%, gesturing to the right, left, up, or down will reveal other parts of the image. However, when one selects heal and adjustment brush tools, gesturing adjusts the brush size. So gesturing left, right, etc. increases or decreases the size of the brush, rather than moving the image. In those tools, it is impossible to move the image using gestures. It is still possible to go through the much longer process of holding down the spacebar, clicking on the image, and dragging the image, but it's obviously a step backwards. 

I assume this is a bug, since the behavior violates the way that gestures work everywhere else in RAW and Photoshop, and users move zoomed images more than they adjust the brush size.
